Summary: This legislation would require the Fire Department to report annually on information related to firehouse and EMS assets that are not included in existing capital asset reporting. This would include reporting on the condition, age and maintenance of all Department vehicles, and operational equipment.

A Local Law to amend the administrative code of the city of New York, in relation to annual reporting on fire department vehicles and equipment

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 1 of title 15 of the administrative code of the city of New York is amended by adding a new section 15-153 to read as follows:

§ 15-153 Report on fire department vehicles and equipment. a. Definitions. For the purpose of this section, the following terms have the following meanings:

EMS equipment. The term “EMS equipment” means any equipment used by emergency medical service personnel in the course of responding to medical emergencies, including, but not limited to, non-disposable personal protective equipment, required ambulance equipment and medical tools.

Firefighting equipment. The term “firefighting equipment” means any equipment used by firefighters in the course of fire and rescue operations, including, but not limited to, bunker gear, non-disposable personal protective equipment, and tools used to assist in fire and rescue operations.

Operational equipment.  The term “operational equipment” means all firefighting equipment and EMS equipment.

b. Report. 1 year after the effective date of the local law that added this section, and annually thereafter, the commissioner shall submit to the mayor and the speaker of the council, and post on the department’s website, a report regarding fire department vehicles and operational equipment. Such report shall include the following information for each firehouse and EMS station:

1. An inventory of all fire department vehicles and operational equipment, including an assessment of the age and condition of each inventoried vehicle and piece of operational equipment; and

2. The date of the most recent maintenance undertaken, for all fire department vehicles and operational equipment.

§ 2. This local law takes effect immediately.
