Summary: This bill would modify the existing Open Streets program to permit community organizations to request special activation opportunities, which are days and times the open street may be operated in addition to the open streets’ regular hours of operation. These special activation opportunities may include Memorial Day, Juneteenth, Fourth of July, Labor Day, Halloween, or other time periods where there is significant pedestrian traffic.

A Local Law to amend the administrative code of the city of New York, in relation to special activation of the open streets program on certain holidays and time periods with significant pedestrian traffic

 

Be it enacted by the Council as follows:

 

Section 1. Subdivision a of section 19-107.1 of the administrative code of the city of New York is amended by adding a new definition of “special activation opportunity” in alphabetical order to read as follows:

Special activation opportunity. The term “special activation opportunity” means a window of days or hours designated by the department during which the department or a community organization may operate an open street, in addition to the regular hours of operation of such open street.

§ 2. Section 19-107.1 of the administrative code of the city of New York is amended by adding a new subdivision m to read as follows:

m. A community organization that manages an open street designated pursuant to this section may propose days or hours for a special activation opportunity for such open street, which may include Memorial Day, Juneteenth, Fourth of July, Labor Day, Halloween, or any other holiday or time period during which there is significant pedestrian traffic. The department may promulgate rules providing procedures for such community organization to propose such a special activation opportunity.

§ 3. This local law takes effect 30 days after it becomes law.
