A Local Law in relation to a study on the feasibility of achieving zero greenhouse gas emissions
Be it enacted by the Council as follows:
Section 1. Zero emissions feasibility study. a. Definitions. For purposes of this local law, the following terms have the following meanings:
Greenhouse gas emissions. The term "greenhouse gas emissions" means the emission of carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride, or nitrogen trifluoride.
Office. The term "office" means such office or agency as the mayor shall designate to implement this local law.
b. Study. The office shall, in collaboration with any other office or agency identified by the mayor, conduct a study to determine whether it is feasible for the city of New York to achieve zero greenhouse gas emissions without any offsets, and, if so, the earliest date by which the city could achieve zero greenhouse gas emissions. Such study shall consider the following:
1. The increased costs to achieve zero greenhouse gas emissions relative to current citywide emissions targets set by section 24-803 of the administrative code of the city of New York;
2. Whether any changes to state or federal laws or regulations are necessary for the city to achieve zero emissions; and
3. Any other barriers that would prevent the city from achieving zero greenhouse gas emissions and any options to address those barriers.
c. Report. No later than 18 months after the effective date of this local law, the office shall submit to the speaker of the council and the mayor a report on the findings and recommendations resulting from the study conducted pursuant this local law.
§ 2. This local law takes effect immediately.
