A Local Law to amend the New York city charter, in relation to the due dates of agency reports to the council
Be it enacted by the Council as follows:
Section 1. Chapter 49 of the New York city charter is amended by adding a new section 1134-a to read as follows:
§ 1134-a. Agency reports; default due dates; construction. a. Definitions. As used in this section:
Periodic report. The term “periodic report” means a report that an agency or officer is required to submit to the council on a recurring basis at fixed intervals.
Reporting period. The term “reporting period” means the time interval that a periodic report is required to cover.
b. Applicability. Whenever this charter, the administrative code, or a local law requires an agency or officer to submit a periodic report to the council and does not specify a date by which such report is due, such report shall be due in accordance with this section.
c. Due dates. 1. A periodic report that has a reporting period of less than one year is due on the last day of the full calendar month that follows the month in which such reporting period ends.
2. A periodic report that has a reporting period of one year or more is due on the last day of the second full calendar month that follows the month in which such reporting period ends.
d. Construction of reporting requirements. Except where otherwise provided, the time periods set forth in this subdivision shall be construed as follows whenever they appear in a reporting requirement set forth in this charter, the administrative code, or a local law:
1. A month refers to a calendar month, running from the first day through the last day of such calendar month.
2. A quarter refers to a calendar quarter, running from January 1 through March 31, from April 1 through June 30, from July 1 through September 30, or from October 1 through December 31.
3. A half, or semiannual, refers to a calendar half, running from January 1 through June 30 or from July 1 through December 31.
4. A year, or annual, refers to a calendar year, running from January 1 through December 31.
5. A fiscal year refers to a fiscal year of the city, running from July 1 through June 30.
6. A school year refers to a school year of the city school district, running from July 1 through June 30.
§ 2. This local law takes effect immediately.
