After being staff on campaigns for two years, Carr began working in government doing constituent services in the United States House of Representatives. He eventually became the Chief of Staff to then-newly elected state Assemblyman, and current City Council Minority Leader Joseph Borelli before taking that role for Matteo in 2014.
