District 49 - Council Member - Democrat - Arlington, Clifton, Clove Lakes, Concord, Elm Park, Graniteville, Livingston, Mariners Harbor, New Brighton, Port Richmond, Randall Manor, Rosebank, St. George, Snug Harbor, Silver Lake, Stapleton, Sunnyside, West Brighton and Tompkinsville - Council Member Debi Rose is a second-generation Staten Island native and the first African American from Staten Island elected to the New York City Council. Elected in 2009 and re-elected in 2013, Council Member Rose was previously appointed Deputy Majority Leader for the City Council and Chair of its Waterfronts Committee. In addition, she has sat on the Aging, Education, Land Use, Rules, Privileges, & Elections, and Transportation committees, as well as the council’s Budget Negotiating Team. Council Member Rose has made economic development, education, public health and public safety among her priorities. In the Fiscal Year 2017 Budget, Council Member Rose spearheaded the successful effort to secure $13.5 million to build a state of the art emergency facility at Richmond University Medical Center and a $3.66 million increase for the Staten Island District Attorney’s Office—among millions of dollars to strengthen our infrastructure, schools, parks, cultural institutions and nonprofits. In October 2013, Council Member Rose successfully secured the largest economic development project to ever come to Staten Island. Generating more than 1,150 100% union construction jobs and 1,350 permanent jobs, the project brings to her district the world’s tallest observation wheel and the first high-end outlet mall in NYC.
