Int 1012-2024 *Julie Won Proposed Int. No. 1012-ARequiring a digital procurement and contract management system.IntroductionThis bill would require the City to implement and maintain a comprehensive digital procurement and contract management system. The system would need to, among other things, provide a centralized web portal for vendor information, allow electronic submission and evaluation of bids, and enable vendor invoice processing. The City Chief Procurement Officer (CCPO) would be required to procure a separate quality assurance contract when implementing such a system to include regular testing of system functionality and performance. Beginning January 1, 2026, such contracts would be subject to advance payments of at least 25 percent of the contract value at the beginning of each quarter. By January 1, 2028, the Mayor would need to submit a report to the Council evaluating the effectiveness of quarterly advance payments. The disclosures would cover risks such as child labor, forced labor, wage theft, unsafe working conditions, and violations of freedom of association. Bidders could not be deemed non-responsible solely for declining to provide a disclosure, and the information provided could not be the sole basis for contract award decisions.
