Int 0178-2026 *Harvey D. Epstein  Establishing an office of conversion assistance.IntroductionThis bill would establish an Office of Conversion Assistance. The Office would, in part, provide technical assistance to developers and owners seeking to convert non-residential space into residential units, maintain an online portal for this purpose, collaborate with New York City agencies on issues related to conversion, liaise with federal and New York State authorities on these issues, identify conditions in the City that slow down or obstruct conversions, and collect data on conversions in the City. The Office would also provide an annual report on fulfillment of its duties to the Speaker of the Council, Mayor, and Public Advocate that it would also post online. Int 0717-2026 *Yusef Salaam  Requiring the department of buildings to inform property owners of permit sign-off requirements.IntroductionThis bill would require the Department of Buildings (DOB) to notify property owners with open permits that the permits must receive DOB sign-off. This notification would also inform property owners of the consequences of failing to obtain sign-off. DOB would be required to email the notice to owners within seven days of a permit’s issuance and then every ninety days until sign-off is received, except that once the permit approaches expiration or expires, DOB would be required to email the notice every two weeks until sign-off is received.   Not available Not available

Brewer  Inspection and enforcement of street numbers on buildings.IntroductionThis bill would authorize Housing Preservation and Development (“HPD”) and the Fire Department (“FDNY”) to inspect buildings for required physical street numbers during their routine inspections of buildings. If either agency finds that the building is noncompliant, the agency may take enforcement actions consistent with the rules and regulations established by DCP. If an individual complains to 311 that a building does not have a street number displayed, either HPD or FDNY would be required to proactively inspect the building mentioned in the complaint.   Not available Not available
Int 0905-2026 *Sandy Nurse  Giving qualified entities a first opportunity to submit a statement of interest and a first opportunity to purchase certain properties.IntroductionThis bill would give certain not-for-profits or joint ventures between not-for-profits and other entities, as certified by the Department of Housing Preservation and Development (“HPD”), a first opportunity to submit a statement of interest in purchasing and a first opportunity to purchase certain residential properties when offered for sale. The bill would require owners of subject properties to notify HPD and qualified entities when they intend to take action to sell such properties. Qualified entities would have 20 days to submit a statement of interest in purchasing the property, and 70 days to submit a first offer to purchase the property. Qualified entities would also have a right of first refusal if an owner receives an offer from a person other than a qualified entity. An owner would be able to apply for an exemption to the requirements of this bill on a showing of undue financial hardship.
