Int 0929-2026 *Elsie Encarnación Proposed Int. No. 929-AA transparency report regarding New York city police department security perimeters adjacent to educational facilities.IntroductionThis bill would require the Police Commissioner to publish a transparency report on the New York Police Department’s (NYPD) plan to address and contain the risk of physical obstruction, physical injury, intimidation and interference at entrances to and exits from certain educational facilities in the City, through the use of security perimeters. Such report would include considerations regarding whether and when, and to what extent, such perimeters could be used, and steps taken by the police department to ensure such perimeters do not curtail freedom of speech. The Commissioner would be required to submit a proposed report, no later than 45 days after the bill’s effective date, to the Mayor and the Speaker of the Council. No later than 90 days after the effective date, the Commissioner would be required to submit a final report to the Mayor and the Speaker of the Council and post the final report on the NYPD website.   Not available Not available
