The training, which would be developed in consultation with relevant stakeholders and subject matter experts, would cover topics such as the prevalence and causes of TBI among domestic violence survivors, how to identify symptoms, how to respond to support individuals in emergencies, and the long-term health impacts of repeated brain injuries. New recruits in the New York City Police and Fire Departments would be required to receive this training at the academy, and current first responders who regularly work with crime victims would receive refresher training at least every two years. The bill would also require the City to run a public awareness campaign to increase understanding and reduce stigma around brain injuries related to domestic violence. The campaign would include informational materials—available both online and in print and in multiple languages—about symptoms, risks, and available resources. The campaign would focus on the benefits of using approved medications such as methadone or buprenorphine, known as opioid agonist therapies, during pregnancy, and explain the risks of withdrawal for the birthing person, fetus, and newborn. The bill would also include guidance from professional medical organizations and the New York State Department of Health, as well as recommendations on culturally and linguistically appropriate communication as well as how to access opioid overdose reversal medications at no cost in the city. The bill would also require DOHMH to make opioid antagonists available to the public for free at the City’s Neighborhood Health Action Centers. These centers would offer training on how to use these medications safely and provide information about the risks of opioid use during and after pregnancy. No more than two units would be permitted to engage in a pursuit. Officers would be prohibited from engaging in a pursuit unless certain requirements were met, and would be required to get authorization from their supervisor to initiate the pursuit prior to initiating that pursuit. The bill would prohibit officers from using tactical vehicle intervention, also known as the PIT maneuver, and require training for other intervention techniques prior to engaging in them. The bill would establish guidelines for police when aerial support is used or when outside agencies request their assistance in their own high-speed vehicle pursuits. Unlike the current permitting system, the bill would allow new licenses to be granted to establishments that generate half or more of their sales from serving non-tobacco shisha. It would also allow licenses to be granted to restaurants and bars to serve non-tobacco shisha between the hours of 9:00 p.m. and 4:00 a.m. Only people aged 21 and over would be allowed entry into businesses serving non-tobacco shisha, and these businesses would still be subject to existing restrictions on tobacco, nicotine, and cannabis smoke.
