Summary: This bill would require the Department of Information Technology and Telecommunications, in conjunction with the Department of Records and Information Services, to establish a pilot program that creates a web portal, developed with blockchain technology, where videos of meetings held by city agencies would be accessible. Blockchains, the technology behind cryptocurrencies like bitcoin, provide what is a more secure way of linking, identifying and tracking digital transactions or records between multiple users in a shared network of computers.

A Local Law in relation to a pilot program that uses blockchain technology to develop a web portal where videos of meetings held by city agencies are accessible

 

Be it enacted by the Council as follows:

Section 1. Pilot program for blockchain based web portal.  a. Definitions. For the purposes of this section, the following terms have the following meanings:

Blockchain. The term “blockchain” means a type of data structure that enables the identification and tracking of digital transactions or records between multiple users in a shared network of computers, where such transactions are stored in a secure, verifiable, unalterable and permanent way through the use of cryptography.

Cryptography. The term “cryptography” means the process of converting digital records or transactions into a format that is unreadable to any person who does not have access to the database or network where such records or transactions are stored.

b. The department of information technology, in conjunction with the department of records shall, by December 1, 2019, establish a pilot program to create a web portal that utilizes blockchain technology where videos of meetings subject to article 7 of the public officers law for each city agency, committee, commission, task force and the council can be accessed and viewed.

c. Each meetings for which a video was produced by the council and each city agency, subject to article 7 of the public officers law, since January 1, 2018 shall be accessible on such portal.

d. Access to upload or edit videos on such portal shall be limited to employees of the council and city agencies that produced videos which are located on the portal.

e. The department of information technology, in conjunction with the department of records shall, no later than, December 1, 2020 issue a report to the mayor and speaker of the council on the pilot program established pursuant to subdivision b.  Such report shall:

1. Describe how the portal is designed, including the security protocol of such portal;

2. Provide data on how often videos on such portal were utilized;

3. Describe any problems that limited access to such videos, including any security breaches;

4. Provide a recommendation as to whether the city should create a permanent video portal developed with blockchain technology, where all videos of meetings subject to article 7 of the public officers law for each city agency, committee, commission, task force and the council are stored and accessible; and

 5. Determine what the estimated cost would be to develop a permanent video portal.

§2. This local law takes effect immediately.
