Summary: This bill would require the Department of Health and Mental Hygiene (DOHMH) to report annually on the number of individuals screened for and diagnosed with cervical cancer or ovarian cancer, broken down by race or ethnicity and age group. DOHMH would also be required to identify whether each hospital in the city has staff specializing in cervical or ovarian cancers.

A Local Law to amend the administrative code of the city of New York, in relation to annual reporting on cervical and ovarian cancer

 

Be it enacted by the Council as follows:

Section 1. Chapter 1 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-199.3.3 to read as follows:

§ 17-199.3.3 Annual report on cervical cancer and ovarian cancer. a. No later than July 1, 2023, and annually thereafter, the department shall submit to the mayor and the speaker of the council and shall post conspicuously on the department’s website a report disclosing the following information for the previous year:

1. The total number of individuals screened for cervical or ovarian cancer;

2. The number of new and cumulative diagnoses of cervical cancer and ovarian cancer; and

3. The names of hospitals and city-run clinics that employ, retain, or otherwise contract with staff specializing in the diagnoses and treatment of cervical or ovarian cancer.

b. All information reported pursuant to subdivision a of this section shall be disaggregated by:

(a) Hospitals providing such screening or diagnosis;

(b) Races or ethnicities of those receiving such screening or diagnosis;

(c) Zip codes where those individuals receiving such screening or diagnosis reside; and

(d) Ages of those individuals receiving such screening or diagnosis.

c. No report required by subdivision a of this section shall contain personally identifiable information.

§ 2. This local law takes effect immediately.
