Resolution calling on the New York State Legislature to pass, and the Governor to sign, A.5906, which would require employers to disclose information about benefits and other compensation, including bonuses, stock options, and commissions

Whereas, New York State has passed multiple pieces of legislation to increase salary transparency; and

Whereas, The Society for Human Resource Management defines pay equity as the equal compensation of employees who perform the same or similar job duties, while accounting for other factors, such as experience level, job performance and tenure with the employer; and

Whereas, Salary transparency plays a crucial role in advancing pay equity; and

Whereas, Salary is not the only form of compensation an employee may receive from an employer; and

Whereas, Other forms of compensation may include, but are not limited to, bonuses, stock options, and/or commissions; and

Whereas, New York State businesses with four or more employees are required to provide job descriptions and annual salary or hourly ranges for job opportunities, promotions, and transfers; and

Whereas, Currently, employers are not required to disclose forms of compensation other than salary or hourly wage; and

Whereas, On February 24th, 2025, Assemblymember Alex Bores introduced A.5906, a bill which requires employers to disclose information about benefits and other compensation, including bonuses, stock options, and commissions; and

Whereas, Prior knowledge of these other types of compensation could greatly impact an individual’s decision-making process when seeking new employment or promotional advancements and could aid them in making the best possible decisions for their career and livelihood; now, therefore, be it

Resolved, That the Council of the City of New York calls on the New York State Legislature to pass, and the Governor to sign, A.5906, which would require employers to disclose information about benefits and other compensation including bonuses, stock options, and commissions.
