A Local Law to amend the administrative code of the city of New York, in relation to reporting on first amendment events occurring at places of religious worship
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 14 of the administrative code of the city of New York is amended by adding a new section 14-199.4 to read as follows:
§ 14-199.4 Reports on first amendment events at places of religious worship. a. Definitions. As used in this section, the following terms have the following meanings:
First amendment event. The term “first amendment event” means any protest, demonstration, or other public gathering at which individuals are expressing their rights under the first amendment of the United States constitution and section 8 of article I of the New York state constitution.
Place of religious worship. The term “place of religious worship” means a building, structure, or place that is used primarily for religious or divine worship or assembly.
b. No later than 6 months after the effective date of the local law that added this section, and quarterly thereafter, the commissioner shall submit to the mayor and the speaker of the council and post on the department’s website a report regarding each first amendment event that occurred in the previous quarter at a place of religious worship to which police officers were dispatched.
c. The report required under subdivision b of this section shall include a table in which each separate row references a first amendment event, using a unique identifier corresponding to each such event. Each such row shall include the following information, as well as any additional information the commissioner deems appropriate, set forth in separate columns:
1. The date such event occurred;
2. The address of the place of religious worship where such event occurred;
3. The patrol precinct or precincts in which such event occurred;
4. The approximate duration of the event; and
5. The type of place of religious worship at which such event occurred, such as a church, temple, mosque, or synagogue.
d. The report required under subdivision b of this section shall include an additional table in which each separate row references a type of place of religious worship, such as a church, temple, mosque, or synagogue. Each such row shall include the number of first amendment events that occurred at that type of place of religious worship, set forth in a separate column.
§ 2. This local law takes effect immediately.
