Summary: This bill would require the Department of Social Services (DSS) to provide confirmation notice electronically via ACCESS HRA to applicants of public assistance regarding their benefits interview. The notice would include a confirmation number, the date, time and location of the interview, the type of benefit for which the interview was conducted, and any other relevant information.

A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of social services to provide a benefits interview confirmation notice

 

Be it enacted by the Council as follows:

 

Section 1. The title of section 21-153 of the administrative code of the city of New York, as added by local law number 88 for the year 2025, is amended to read as follows:

 § 21-153 Benefits application [notice] and interview confirmation notices and document receipts.

§ 2. Section 21-153 of the administrative code of the city of New York, as added by local law number 88 for the year 2025, is amended by adding a new subdivision e to read as follows:

e. Benefits interview confirmation notice. No later than 72 hours after conducting an eligibility or recertification interview with an applicant for cash assistance, including, but not limited to, emergency assistance grants as such term is defined in subdivision a of section 21-150, and supplemental nutrition assistance program benefits, the department shall provide such applicant with a confirmation notice. Such confirmation notice shall, at minimum, be provided in electronic copy on ACCESS HRA, as such term is defined in subdivision a of section 21-150. Such confirmation notice shall include, at a minimum:

1.  A confirmation number;

2. The date of the interview;

3. The location of the interview;

4. The type of benefit for which the interview was conducted; and

5. Any other information regarding the interview deemed relevant by the department. 

                     § 3. This local law takes effect 1 year after it becomes law.
