Summary: This bill would authorize an increase in the amount that may be expended annually in each of the following seven business improvement districts (BIDs): Myrtle Avenue BID in the borough of Queens (increases the amount to be expended to $660,000); Woodhaven BID in the borough of Queens (increases the amount to be expended to $425,000); Pitkin Avenue BID in the borough of Brooklyn (increases the amount to be expended to $500,000); Hub Third Avenue BID in the borough of the Bronx (increases the amount to be expended to $700,000); Bryant Park BID in the borough of Manhattan (increases the amount to be expended to $4,000,000); Kings Highway BID in the borough of Brooklyn (increases the amount to be expended to $650,000); and Court-Livingston-Schermerhorn BID in the borough of Brooklyn (increases the amount to be expended to $2,400,000). This bill would also authorize an increase in the amount that may be expended annually in the Fulton Mall special assessment district in the borough of Brooklyn to $4,000,000.

A Local Law to amend the administrative code of the city of New York, in relation to authorizing an increase in the amount to be expended annually in seven business improvement districts and one special assessment district

 

Be it enacted by the Council as follows:

Section 1. Subdivision a of section 25-424 of the administrative code of the city of New York, as amended by local law number 17 for the year 2016, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Myrtle Avenue business improvement district beginning on July 1, [2015] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [five hundred seven thousand six hundred seventy six dollars ($507,676)] six hundred sixty thousand dollars ($660,000).

§ 2. Subdivision a of section 25-430.1 of the administrative code of the city of New York, as amended by local law number 135 for the year 2016, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Woodhaven business improvement district beginning on July 1, [2016] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two hundred seventy-five thousand dollars ($275,000)] four hundred twenty-five thousand dollars ($425,000).

§ 3. Subdivision a of section 25-433.1 of the administrative code of the city of New York, as amended by local law number 93 for the year 2009, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Pitkin Avenue business improvement district beginning on July 1, [2009] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two hundred twenty-five thousand dollars ($225,000)] five hundred thousand dollars ($500,000).

§ 4. Subdivision a of section 25-434 of the administrative code of the city of New York, as amended by local law number 5 for the year 2011, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Hub Third Avenue business improvement district beginning on July 1, [2010] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [four hundred fifty thousand nine hundred twenty-seven dollars ($450,927)] seven hundred thousand dollars ($700,000).

§ 5. Subdivision a of section 25-441 of the administrative code of the city of New York, as amended by local law number 125 for the year 2020, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Bryant Park business improvement district beginning on July 1, [2020] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two million five hundred thousand dollars ($2,500,000)] four million dollars ($4,000,000).

§ 6. Subdivision a of section 25-445 of the administrative code of the city of New York, as amended by local law number 235 for the year 2017, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Kings Highway business improvement district beginning on July 1, [2017] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [four hundred thousand dollars ($400,000)] six hundred fifty thousand dollars ($650,000).

§ 7. Subdivision a of section 25-472.1 of the administrative code of the city of New York, as amended by local law number 107 for the year 2022, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Court-Livingston-Schermerhorn business improvement district beginning on July 1, [2022] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one million eight hundred thousand dollars ($1,800,000)] two million four hundred thousand dollars ($2,400,000).

§ 8. Subdivision a of section 25-602 of the administrative code of the city of New York, as amended by local law number 209 for the year 2019, is amended to read as follows:

a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Fulton Mall special assessment district beginning on July 1, [2019] 2026, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [three million six thousand seven hundred fifty dollars ($3,006,750)] four million dollars ($4,000,000).

§ 9.  This local law takes effect July 1, 2026.
