Resolution calling upon the City of New York to allocate the Department of Parks and Recreation’s annual capital budget more equitably to all five boroughs, in that the Fiscal Year 2005 capital budget allocations only allotted 42.2% of the budget to the Bronx, Brooklyn, Queens and Staten Island, while 57.8% is allotted to Manhattan.

                     Whereas, The Fiscal Year 2005 Department of Parks and Recreation (DPR) capital budget allocates $273,425,000 for projects, of which $222,853,000, or 81.5%, is allocated to projects in the five boroughs, and an additional $50,572,000, or 18.5%, is allocated for citywide projects; and

Whereas, The Fiscal Year 2005 DPR capital budget needs to be allocated more equitably, since 42.2% is allotted to the Bronx, Brooklyn, Queens and Staten Island, while 57.8% is allotted to Manhattan; and

Whereas, In relation to the amount of parkland in each borough, the Bronx has 6,962 acres for 1.3 million residents, Staten Island has 7,350 acres for 450,000 residents, Manhattan has 2,686 acres for 1.5 million residents, Queens has 7,206 acres for 2.2 million residents, while Brooklyn has 4,505 acres for 2.5 million residents; and

Whereas, The Fiscal Year 2005 DPR capital budget allocation to the five boroughs of $222,853,000 gave $19,002,000, or 8.5%, to the Bronx, $42,029,000, or 18.9% to Queens, $22,250,000, or 10% to Brooklyn, $10,814,000, or 4.8% to Staten Island, but gave $128,758,000, or 57.8%, to Manhattan; now, therefore, be it

Resolved, That the Council of the City of New York calls upon the City of New York to allocate the Department of Parks and Recreation’s annual capital budget more equitably to all five boroughs, in that the Fiscal Year 2005 capital budget allocations only allotted 42.2% of the budget to the Bronx, Brooklyn, Queens and Staten Island, while 57.8% is allotted to Manhattan.
