A Local Law to amend the administrative code of the city of New York, in relation to authorizing an increase in the amount to be expended annually in eight business improvement districts
Be it enacted by the Council as follows:Section 1. Subdivision a of section 25-423.1 of the administrative code of the city of New York, as amended by local law number 7 for the year 2025, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 34th Street business improvement district beginning on July 1, [2024] 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [fourteen million three hundred thousand dollars ($14,300,000)] sixteen million three hundred thousand dollars ($16,300,000).
§ 2. Subdivision a of section 25-426 of the administrative code of the city of New York, as amended by local law number 235 for the year 2017, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 82nd Street business improvement district beginning on July 1, [2017] 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two hundred fifty-four thousand four hundred fifty dollars ($254,450)] three hundred fifty-four thousand four hundred fifty dollars ($354,450).
§ 3. Subdivision a of section 25-458.1 of the administrative code of the city of New York, as amended by local law number 235 for the year 2017, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the East Mid-Manhattan business improvement district beginning on July 1, [2017] 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [three million five hundred thousand dollars ($3,500,000)] six million dollars ($6,000,000).
§ 4. Subdivision a of section 25-466.2 of the administrative code of the city of New York, as amended by local law number 3 for the year 2015, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Myrtle Avenue Brooklyn business improvement district beginning on July 1, [2014] 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [five hundred seventy-five thousand dollars ($575,000)] seven hundred seventy-five thousand dollars ($775,000).
§ 5. Subdivision a of section 25-471.1 of the administrative code of the city of New York, as amended by local law number 223 for the year 2018, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Bay Ridge 5th Avenue business improvement district beginning on July 1, [2018] 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [five hundred thirty-four thousand dollars ($534,000)] six hundred thousand dollars ($600,000).
§ 6. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-475.1 to read as follows:
§ 25-475.1 Southern Boulevard business improvement district. a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Southern Boulevard business improvement district beginning on July 1, 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of six hundred thousand dollars ($600,000).
b. The amount of such expenditure to be levied upon each property in the district
shall be determined in accordance with the method of assessment set forth in the Southern Boulevard business improvement district plan.
§ 7. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-489.1 to read as follows:
§ 25-489.1 Greater JFK business improvement district. a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Greater JFK business improvement district beginning on July 1, 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of eight hundred thousand dollars ($800,000).
b. The amount of such expenditure to be levied upon each property in the district
shall be determined in accordance with the method of assessment set forth in the Greater JFK business improvement district plan.
§ 8. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-494.1 to read as follows:
§ 25-494.1 West Village business improvement district. a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the West Village business improvement district beginning on July 1, 2027, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of one million four hundred thousand dollars ($1,400,000).
b. The amount of such expenditure to be levied upon each property in the district
shall be determined in accordance with the method of assessment set forth in the West Village business improvement district plan.
§ 9. This local law takes effect July 1, 2027.
