Be it enacted by the Council as follows:

 

Section 1. Section 5 of the New York city charter, as amended by a vote of the electors on November 7, 1989, is amended to read as follows:

§ 5. [Annual statement to council.] Strategic policy statement and annual statement. a. 1. On or before November 1, 2026, and every 4 years thereafter, the mayor shall submit a preliminary strategic policy statement for the city to the speaker of the council, borough presidents, and community boards. Such preliminary statement shall include:

(a) A summary of the most significant long-term issues faced by the city;

(b) Policy goals related to such issues; and

(c) Proposed strategies for meeting such goals.

2. In preparing the preliminary statement of strategic policy, the mayor shall consider the strategic policy statements prepared by the borough presidents pursuant to subdivision 14 of section 82.

b. On or before February 1, 2027, and every 4 years thereafter, the mayor shall submit a final strategic policy statement for the city to the speaker of the council, borough presidents, and community boards. The final statement shall include such changes and revisions as the mayor deems appropriate after reviewing the comments received on the preliminary strategic policy statement.

c. The mayor shall [communicate to the council at least once in each year a] submit to the speaker of the council an annual statement of the finances, government, and affairs of the city with a summary statement of the activities of the agencies of the city. Such statement shall include a summary of the city’s progress in implementing the goals and strategies contained in the most recent final strategic policy statement submitted by that mayor pursuant to [section seventeen] subdivision b of this section. Such annual statement shall be submitted on the following schedule:

1. In each year the mayor is required to submit to the speaker of the city council a final strategic policy statement pursuant to subdivision b of this section, the annual statement shall be due August 1; and

2. In each year the mayor is not required to submit to the speaker of the city council a final strategic policy statement pursuant to subdivision b of this section, the annual statement shall be due February 1.

§ 2. Section 17 of the New York city charter is REPEALED.

§ 3. Section 20-e of the New York city charter is REPEALED.

§ 4. Subdivision g of section 20-m of the New York city charter, as added by local law number 155 for the year 2021, is amended to read as follows:

g. Reporting. No later than [January 31] May 31 of each year, the office of community mental health shall submit to the mayor and speaker of the council, and post to such office’s website, a report identifying critical gaps in mental health care that are preventing New Yorkers with mental health needs from accessing and staying connected to care. To identify such gaps, such office may review existing data and research, conduct research as needed, and interview agency staff, community partners, mental health providers, and other relevant experts.

§ 5. Subdivision c of section 2301 of the New York city charter, as added by local law number 12 for the year 1971, is amended to read as follows:

c. The mayor shall designate one member of the commission to act as the [chairman] chairperson and chief executive officer. The [chairman] chairperson shall have charge of the organization of its office and have authority to employ, assign and superintend the duties of such officers and employees as may be necessary to carry out the provisions of this chapter. The [chairman] chairperson shall devote [his] their full time to this position and as such [he] they shall receive compensation.

§ 6. Subdivision a of section 2302 of the New York city charter, as amended by local law number 124 for the year 2013, is amended to read as follows:

a. All proceedings of the commission and all documents and records in its possession shall be public records and the commission shall make an annual report to the [city] speaker of the council on or before the [second Monday of January] first Monday of February in each year. Such [annual] report shall contain information regarding complaints received by the commission from the public, including, but not limited to, complaints of overcharging, as well as enforcement actions undertaken by the commission, whether the enforcement action was dismissed or settled, or if a penalty was imposed by the commission on the subject of the enforcement action. The information regarding enforcement actions shall include, but not be limited to, enforcement actions relating to illegal street hails, unlicensed vehicles, overcharging, and toll lane infractions. The complaint and enforcement action information shall be disaggregated by the type of license held by the person or entity who is the subject of the complaint or action and the month during which the complaint was received or enforcement action undertaken. Enforcement actions shall be further disaggregated by the subject matter of the action and geographic location. Complaint information shall be further disaggregated to the extent practicable by the subject matter of the complaint. [In addition to inclusion in the commission's annual report, the] The disaggregated complaint and enforcement information shall also be posted on the commission’s website and updated there no less than monthly. Information shall be published in a manner that does not identify the individual parties involved in the actions reported upon in this section. The [chairman] chairperson of the city council committee on transportation may at any time direct the commission or the [chairman] chairperson of the commission to appear before the committee to give testimony pertaining thereto, and to furnish to the members of the council any reports deemed necessary.

§ 7. Paragraph (6) of subdivision b of section 2903 of the New York city charter, as amended by a vote of the electors on November 7, 1989, is amended to read as follows:

(6) construction, alteration and maintenance of all bridges and tunnels. The commissioner shall issue a report to the mayor, [city council] the speaker of the council and the people of the city about the condition of all bridges and tunnels operated and maintained by the department on [March first] July 1 of each year, as of [December thirty-first] December 31 of the preceding calendar year. The report shall include a description of all capital and revenue budget funds appropriated for rehabilitation and maintenance of bridges and tunnels as well as the program developed by the commission for the maintenance of all bridges and tunnels in the city of New York;

§ 8. The opening paragraph of section 3-181 of the administrative code of the city of New York, as added by local law number 38 for the year 2019 and as such section was redesignated by local law number 109 for the year 2021, is amended to read as follows:

§ 3-181 Reporting on domestic violence initiatives, indicators, and factors. On June 1, 2019, and [no later than January 31] by March 1 annually thereafter, the office shall submit to the mayor and the speaker of the council, and post on its website, an annual report for the preceding calendar year regarding certain domestic violence initiatives, indicators, and factors. Such report shall include, but need not be limited to:

§ 9. The opening paragraph of subdivision b of section 3-194 of the administrative code of the city of New York, as added by local law number 116 for the year 2023, is amended to read as follows:

b. On or before [January 1, 2025] March 1, 2027, and annually thereafter, the office, in coordination with the police department, the fire department, the department of health and mental hygiene, and other relevant agencies, shall [provide] submit to the speaker of the council and post on its website a report regarding involuntary removals conducted during the preceding calendar year. The report must include, to the extent such information is obtainable, but need not be limited to:

§ 10. Section 14-175 of the administrative code of the city of New York is REPEALED.

§ 11. Paragraphs 1 and 2 of subdivision b of section 17-190 of the administrative code of the city of New York, as amended by local law 7 for the year 2012, are amended to read as follows:

1. The department shall, by January [first] 1, April [first] 1, July [first] 1, and October [first] 1 of each year, collect information as necessary to comply with the provisions of paragraph 3 of this subdivision regarding the incidence of deaths of homeless persons and homeless shelter residents during the quarter year which began on the first day of the sixth month preceding the month by which the information is required to be collected.

2. In addition to the collection of quarterly information required pursuant to this subdivision, the department shall, subject to paragraph 4 of this subdivision, submit an annual report to the speaker of the council and the mayor by [January fifteenth] March 1 of each year, (i) summarizing and aggregating, as well as updating and amending if necessary, the information collected in the immediately preceding four quarter years for which information was collected pursuant to paragraph 1 of this subdivision; and (ii) indicating the causes of death for all deaths in such report disaggregated by cause, including, but not limited to, how many such deaths were related to exposure to outdoor conditions.

§ 12. Subdivision i of section 17-191 of the administrative code of the city of New York, as added by local law number 115 for the year 2005, is amended to read as follows:

i. [The] No later than February 1, 2027, and annually thereafter, the child fatality review advisory team shall submit to the mayor, the speaker of the [city] council and the public advocate[, annually,] a report including, but not limited to,[ the number of child fatality cases which occurred in the city of New York during] the following information for the previous calendar year[; statistics regarding the causes of child fatalities; specific non-identifying data with respect to the victims of child fatalities, such as gender, age and race, and, if available, religion and ethnicity; statistics regarding the location of child fatalities, disaggregated by borough; and recommendations regarding ways to decrease the future incidence of child fatalities in the city of New York]:

1. The number of child fatality cases which occurred in the city of New York;

2. Statistics regarding the causes of child fatalities;

3. Specific non-identifying data with respect to the victims of child fatalities, such as gender, age and race, and if available, religion and ethnicity;

4. Statistics regarding the location of child fatalities, disaggregated by borough; and

5. Recommendations regarding ways to decrease the future incidence of child fatalities in the city of New York.

§ 13. The opening paragraph of subdivision e of section 17-194 of the administrative code of the city of New York, as amended by local law number 86 for the year 2019, is amended to read as follows:

e. Beginning [March 1, 2019] April 15 2027, and [each year] annually thereafter, the department shall submit to the speaker of the council a report [which shall provide] that provides information about water tank inspections for the preceding calendar year, including, but not limited to:

§ 14. The opening paragraph of section 17-198 of the administrative code of the city of New York, as added by local law number 43 for the year 2015, is amended to read as follows:

§ 17-198 Hepatitis B and hepatitis C data compilation and reporting. On or before [September 30 of two thousand sixteen] November 30, 2027, and [each year] annually thereafter, the department shall submit [an annual] a report to the speaker of the council and the mayor detailing the department’s efforts to identify and prevent the spread of hepatitis B and hepatitis C during the preceding calendar year.

§ 15. Subdivision b of section 17-199.20 of the administrative code of the city of New York, as added by local law number 52 for the year 2023, is amended to read as follows:

 b.   Report. No later than [April 1, 2025] June 1, 2027, and every [April 1] June 1 thereafter, the department shall submit to the mayor[,] and the speaker of the council, [and the chair of the New York city council committee on health,] and post on its website, a report on the implementation of the plan.

§ 16. Section 17-325.2 of the administrative code of the city of New York, as added by local law number 16 for the year 2013, is amended to read as follows:

§ 17-325.2 Reports on vendor license and permit renewals, suspensions and revocations. Commencing on [June 1, 2013] July 31, 2027, and [every twelve months] annually thereafter, the department shall [issue an annual report] submit to the speaker of the council [with respect to] a report regarding food vendor licenses and pushcart or vehicle permits. [Each] Such report shall include the following information for the [twelve-month] 12-month period prior to the [issuance] submission of the report:

[(i) the] 1. The number of food vendor license renewals denied and the basis for each such denial, including but not limited to outstanding or multiple violations of the provisions of subchapter [two] 2 of chapter [three] 3 of title 17 [of the administrative code];

[(ii) the] 2. The number of food vending pushcart or vehicle permit renewals denied and the basis for each such denial, including but not limited to outstanding or multiple violations of the provisions of subchapter [two] 2 of chapter [three] 3 of title 17 [of the administrative code];

[(iii) the] 3. The number of food vendor license suspensions pursuant to section 17-317 [of the administrative code] and the basis for each such suspension;

[(iv) the] 4. The number of food vending pushcart or vehicle permit suspensions pursuant to section 17-317 [of the administrative code] and the basis for each such suspension;

[(v) the] 5. The number of food vendor license revocations pursuant to section 17-317 [of the administrative code] and the basis for each such revocation; and

[(vi) the] 6. The number of food vending pushcart or vehicle permit revocations pursuant to section 17-317 [of the administrative code] and the basis for each such revocation.

§ 17. Subdivision b of section 17-1208 of the administrative code of the city of New York, as amended by local law number 54 for the year 2007, is amended to read as follows:

b. [Effective] On February 1, 2007, and [every February first] annually thereafter, each city agency that is subject to the requirements of subdivision a of this section shall submit a report to the commissioner, in a form and manner prescribed by the commissioner, which shall contain the information required to be maintained pursuant to that subdivision for review and analysis. [Effective May 1, 2008, and every May first thereafter,] On June 15, 2027, and annually thereafter, the commissioner shall submit a report to the speaker of the council that includes the information reported by each city agency pursuant to this subdivision and a summary of such information. Such summary report shall include, but not be limited to, a summary, disaggregated by city agency, of the number of times each pesticide was used, the total amount of each pesticide used and the [Toxicity Category] toxicity category for each pesticide as determined by the [United States] federal environmental protection agency.

§ 18. Subdivision c of section 17-1505 of the administrative code of the city of New York, as amended by local law number 14 for the year 2023, is amended to read as follows:

c. Annual report. No later than [July 1, 2014] August 15, 2027, and [every July 1] annually thereafter, the ombuds office shall submit to the commissioner an annual report regarding its activities during the previous [twelve months] fiscal year. The ombuds office shall forward a copy of such report to the mayor and the speaker of the council. Such report shall include, but need not be limited to:

1. [the] The number, nature, and resolution of questions, comments, complaints, and compliments received by the ombuds office;

2. [the] The number and nature of guidance [letter] letters requested;

3. [a] A copy of each guidance letter issued;

4. [an] An analysis of trends and inconsistencies across inspection results;

5. [an] An analysis of the existing language access tools and policies, including whether the ombuds office believes such tools and policies serve the needs of food service establishment operators; and

6. [recommendations] Recommendations for improvements to the food service establishment inspection process in accordance with paragraph 5 of subdivision b of this section.

§ 19. Subdivision l of section 19-107.1 of the administrative code of the city of New York, as added by local law number 55 for the year 2021, is amended to read as follows:

l. Reporting. On [an annual basis] April 30, 2027, and annually thereafter, the department shall submit to the mayor and the speaker of the council and post on the department’s website a report evaluating the open streets program, including any recommendations for modifications or expansion. In addition, the department shall regularly post on the department’s website an updated list of open streets, hours of operation and any temporary suspension.

§ 20. Subdivision c of section 19-194 of the administrative code of the city of New York, as added by local law number 100 for the year 2015, is amended to read as follows:

c. On or before [January 1, 2016] April 15, 2027, and annually thereafter, the department shall [provide a report] submit to the speaker of the council and post on its website a report containing the information compiled pursuant to subdivision b of this section for the prior calendar year.

§ 21. Subdivision m of section 19-506 of the administrative code of the city of New York, as added by local law number 32 for the year 2012, is amended to read as follows:

m. [On or before February 1, 2013 and on a quarterly basis thereafter, the] (1) The commission shall [post on its website and provide] annually submit to the speaker of the council and post on its website a report for the prior [quarter] calendar year that includes, at a minimum, the following information, subject to the manner that such data is available:

[(i) the] (A) The number of criminal actions commenced pursuant to paragraph [one] 1 of subdivision b of this section;

[(ii) the] (B) The number of criminal actions commenced pursuant to paragraph [two] 2 of subdivision b of this section;

[(iii) the] (C) The number of civil actions commenced pursuant to paragraph [one] (1) of subdivision e of this section;

[(iv) the] (D) The number of civil actions commenced pursuant to paragraph [two] (2) of subdivision e of this section; and

[(v) the] (E) The number of vehicles seized pursuant to paragraph [one] (1) of subdivision h of this section, disaggregated by whether such vehicle was seized for a violation of paragraph [one] 1 or [two] 2 of subdivision b of this section.

(2) Such report shall also be disaggregated by borough and precinct.

(3) Such report shall be included in the report required pursuant to subdivision a of section 2302 of the charter.

§ 22. Section 19-529.7 of the administrative code of the city of New York, as added by local law number 7 for the year 2017, is amended to read as follows:

§ 19-529.7 Commuter van safety. [Not later than July 1, 2017 and not later than every July 1 thereafter, commission] The commission shall annually submit to the mayor and the speaker of the council and publish on its website a report on safety in the commuter van industry. Such report shall be included in the report required pursuant to subdivision a of section 2302 of the charter. Such report shall include, but not be limited to, the following information from the previous calendar year:

1. [the] The number of safety-related violations issued by the commission committed by those operating a commission-licensed commuter van or an unlicensed commuter van;

2. [the] The total number of collisions involving a commission-licensed commuter van, and to the extent known to the commission, such collisions involving an unlicensed commuter van, disaggregated by those resulting in a fatality, critical injury, or injury of any severity;

3. [the] The number of commuter vans, commuter van drivers, and commuter van services licensed or authorized by the commission;

4. [the] The number of unlicensed commuter vans operating, to the extent known to the commission or estimated;

5. [the] The commission's efforts to ensure commuter vans do not operate on bus routes, including, but not limited to, current enforcement efforts and future plans regarding such efforts;

6. [the] The number of commuter vans seized by the commission;

7. [the] The 20 most utilized commuter van corridors;

8. [available] Available commuter van ridership, including information on whether commuter vans are being utilized to connect to other mass transit, to the extent known to the commission;

9. [the] The commission's efforts to reduce the number of unlicensed commuter vans operating and future plans regarding such efforts;

10. [the] The number of licenses for commuter vans and commuter van drivers and authorizations for commuter van service that were renewed and rejected, as well as any changes in the number of commuter vans affiliated with each authorized service;

11. [a] A discussion of how commuter van service areas are selected; and

12. [whether] Whether, in the judgment of the commission, there is a need for commuter vans in a number exceeding the number specified in subdivision r of section 19-504.

§ 23. Subdivision f of section 31-112 of the administrative code of the city of New York, as added by local law number 4 for the year 2022, is amended to read as follows:

f. The department shall periodically review veterans’ experience with accessing the assistance required pursuant to subdivision c of this section and shall report any identified issues to the speaker of the council by [June 1, 2022] August 1, 2027, and annually thereafter, for the preceding fiscal year.

§ 24. Subdivision c of section 1 of local law number 118 for the year 2023 is amended to read as follows:

c. [No later than 6 months after the effective date of this local law, and quarterly thereafter] No later January 1, 2027, and every 6 months thereafter, until all crisis respite centers required by subdivision b of this section are operational, the mayor shall submit a report to the speaker of the council detailing the progress the mayor has made in securing sites for crisis respite centers and shall provide an update on the timeline for opening such centers as required by this local law.

§ 25. This local law takes effect immediately, except that if it becomes law after November 1, 2026, section one and section thirteen are retroactive to and deemed to have been in effect as of November 1, 2026.
