A Local Law to amend the administrative code of the city of New York, in relation to developing and conducting trainings for health care providers about uterine fibroids
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-199.35 to read as follows:
§ 17-199.35 Uterine fibroids training. a. Health care provider training. No later than 1 year after the effective date of the local law that added this section, the commissioner, in consultation with the New York city health and hospitals corporation and other relevant stakeholders and subject matter experts, shall develop and conduct trainings that educate health care providers about the diagnosis and treatment of uterine fibroids. The commissioner shall review training materials on an annual basis and update them as needed. Such trainings shall, at a minimum, include information and clinical guidance about:
1. Evidence-based treatment options for patients of reproductive age with uterine fibroids;
2. Implicit bias and disparities in the diagnosis and treatment of uterine fibroids; and
3. Obtaining informed consent and providing fertility counseling to patients of reproductive age prior to fibroid-related surgical procedures.
b. Outreach. The commissioner shall conduct outreach to make health care providers in the city aware of the trainings provided pursuant to subdivision a of this section.
c. New York city health and hospitals corporation. Upon the request of the president of the New York city health and hospitals corporation, the commissioner may assist in incorporating the training provided pursuant to subdivision a of this section into the existing professional development, continuing education, onboarding, or annual compliance trainings conducted by the New York city health and hospitals corporation.
d. Reporting. No later than 1 year after the effective date of the local law that added this section, and annually thereafter, the commissioner shall submit to the mayor and the speaker of the council, and post on the department’s website, a report regarding the implementation of this section. Such report shall, at a minimum, include:
1. A description of the training developed pursuant to this section;
2. Information regarding updates made to the training materials during the preceding calendar year; and
3. The number of health care providers who completed the training during the preceding calendar year, in total and disaggregated by hospital or health system affiliation.
§ 2. This local law takes effect immediately.
