A Local Law to amend the administrative code of the city of New York, in relation to requiring tax preparers to provide customers with statements itemizing all charges

 

Be it enacted by the Council as follows:

 

Section 1. Subdivision b of section 20-740 of the administrative code of the city of New York is amended to read as follows:

b. The tax preparer shall provide the customer with a receipt containing an address and phone number at which the preparer can be contacted throughout the year[.] and a statement itemizing all charges. To the extent applicable, such statement shall include, without limitation, charges for any state or federal tax return or schedule prepared, any factors that increased the cost of preparing such tax return or schedule, software fees, bank fees, filing fees, and any fees related to a refund anticipation loan or refund anticipation check. The tax preparer shall make the receipt available to the customer in physical and electronic form.

§ 2. This local law takes effect 60 days after it becomes law.
