A Local Law to amend the administrative code of the city of New York, in relation to requiring the installation of specialized carbon monoxide detecting devices for the hearing impaired in buildings classified in occupancy groups G, H-2, J-1, J-2, and J-3.
Be it enacted by the Council as follows:
Section 1. Paragraphs five and six of section 27-2046.1 of the administrative code of the city of New York are amended and a new paragraph seven is added to read as follows:
(5) provide written information regarding the testing and maintenance of carbon monoxide detecting devices to at least one adult occupant of each dwelling unit including, but not limited to, general information concerning carbon monoxide poisoning and what to do if a carbon monoxide detecting device goes off. Such information may include material that is distributed by the manufacturer, material prepared by the department of buildings or material approved by the department of buildings; [and]
(6) keep such records as the commissioner shall prescribe relating to the installation and maintenance of carbon monoxide detecting devices in the building and make such records available to the commissioner upon request[.]; and
(7) install a carbon monoxide detector that is suitable for the hearing impaired, such as those that have flashing lights or strobe lights, when there is a hearing impaired person or persons residing in a dwelling and the owner has been made aware that a hearing impaired person or persons reside in such dwelling.
§2. Paragraph four of subdivision a of section 27-2046.2 of the administrative code of the city of New York is amended and a new paragraph five is added to read as follows:

(5) install a carbon monoxide detector that is suitable for the hearing impaired, such as those that have flashing lights or strobe lights, when there is a hearing impaired person or persons living in a dwelling and the owner has been made aware that a hearing impaired person or persons reside in such dwelling.
§3. This local law shall take effect ninety days after its enactment into law.
