Whereas, December 1, 2002 will mark the 15th annual "World AIDS Day"; and
Whereas, While the AIDS epidemic has shown itself capable of triggering responses of compassion and support, the disease is also associated with stigma and discrimination; thus, this year's "World AIDS Day" theme is "Stigma and Discrimination"; and
Whereas, The Joint United Nations Program on HIV/AIDS and the World Health Organization (WHO), estimate that 37 million adults and 3 million children living with HIV world-wide at the end of 2001; and approximately 5 million people became infected with HIV and 3 million deaths occurred from HIV/AIDS in 2001 alone; and
Whereas, According to the World AIDS Day organization, just under 14,000 new cases of HIV occur every single day; and
Whereas, The WHO reports that there have been 21.8 million deaths since the epidemic began; and
Whereas, The New York City Department of Health and Mental Hygiene ("DOHMH") reports that by December 31, 2001, New York City had recorded 126,130 cumulative cases of AIDS and 77,992 deaths from the disease; and
Whereas, DOHMH also reports that as of December 31, 2001, New York City had recorded 2,011 cumulative pediatric AIDS cases; and
Whereas, DOHMH reported HIV as the fourth leading cause of death among New York City men and women in 2000; and
Whereas, To deal effectively with the HIV/AIDS epidemic, the City must continue to promote the development of aggressive prevention, education and treatment programs; now, therefore, be it
Resolved, That the Council of the City of New York recognizes December 1, 2002 as "World AIDS Day" in the City of New York.
