Summary: This bill would expand the scope of the feasibility study required by Proposed Int. No. 810-A by adding consideration of potential grant funding for resident-owned businesses. Specifically, the study would be required to examine whether the City could provide financial assistance of up to $10,000 per business to help NYCHA residents establish, expand, or grow their businesses that would use the vacant commercial space.

A Local Law to amend the administrative code of the city of New York, in relation to including grants in the feasibility study on the use on a temporary basis of vacant New York city public housing authority commercial space by resident-owned businesses

 

Be it enacted by the Council as follows:

     

Section 1. Subdivision b of section 3-119.12 of the administrative code of the city of New York, as added by a local law for the year 2025 amending the administrative code of the city of New York, relating to a feasibility study for the use on a temporary basis of vacant New York city housing authority commercial space by resident-owned businesses, as proposed in introduction number 810-A, is amended to read as follows:

b. The feasibility study required by this section shall examine, among other factors, the availability of vacant commercial space or other appropriate spaces for use by businesses owned by a public housing resident; the appropriate temporary occupancy period of the commercial space; financial considerations, including appropriate rent payments for the use of such space; opportunities for coordination with the economic opportunities programs for residents of the New York city housing authority; the potential for providing financial assistance up to $10,000 to facilitate the establishment, expansion, or growth of some or all such businesses; and potential liability and indemnification requirements in connection with such use of space.

§ 2. This local law takes effect on the same day as a local law for the year 2025 amending the administrative code of the city of New York, relating to a feasibility study for the use on a temporary basis of vacant New York city housing authority commercial space by resident-owned businesses, as proposed in introduction number 810-A, takes effect.
